Circle of the Crone--------------------------------

The Circle of the Crone is possibly the oldest Covenant, although that is disputed. Unlike the other covenants, it is made up of a collection of smaller, individual cults. Members of the Circle gain access to Crúac, a powerful blood magic.

Circle of the Crone in Tokyo

The Circle of the Crone is currently the ruling Covenant of Tokyo. This happened almost by complete coup by Takeda Sakura returning to the Shogunate in 1981, splitting the Invictus and most other covenants.

The Circle of Tokyo have a state religion that unites the various cults under one banner. Following the lead of Hierophant Ikue Miyake, who is also the Mekhet Daimyo, the general rules of the covenant loosely follow Shinto, and are slowly starting to incorporate Buddhist ideas as more members are Embraced and convert into that religion.


Invictus Relations

Circle relations with the Invictus are very strained, with the destruction Iwao and the interruption of House Takeda and the proper line of succession. In previous decades, the Circle acted as the religious hand of city government, much like the Lancea Sanctum are in the West. Since 1981, though, the majority of Invictus, and all the older and more traditional members, have refused to acknowledge Sakura's claim to Praxis and do not attend her Court. However, they do allow some cross-Covenant relations at the low levels, since it is traditional for them to work together, regardless of the current climate.


Ordo Dracul Relations

The Circle and the Ordo Dracul have no issues with each other and do not see each other as allies or rivals. The Tokyo Ordo come and go as they please, and occasionally can be found discussing philosophies with other Kindred including Circle members. The Ordo and the Circle are one of the few Covenant relations that allow membership in both without trouble, as long as Covenant secrets are not shared between non-members, which is something both covenants check on frequently.

Carthian Relations

The Circle and the Carthians have a relationship at odds with each other. The Carthians are mostly Western Kindred and very young Japanese Kindred who want to actively throw off the old traditions and create a new, equal society, and the Circle that is in place has no desire to remove any traditions that are still in place. The Carthians feel the 1981 overthrow was a good first step, but that it needs follow-up already; the Circle feels that was more than necessary and are content to hold the status quo. Cross-Covenant membership is allowed in small doses, but hampers a Circle member's chances of rising any higher in the Covenant than the lowest levels.

Lancea Sanctum Relations

The Circle and the Lancea Sanctum have no relationship. There have only been a handful of Lancea in Tokyo's history, with the majority being recent emigrants from the United States as of 2007. Being at odds with each other on nearly every level, social, political, and spiritual, there is no cross-Covenant membership allowed from either side.
