Firearms in New York

All firearms in New York City are licensed, done through the License Division of the police department. All handguns are registered to their owner and the serial number(s) printed on the handgun license of the owner. It is a felony to own an unregistered firearm, or to use a handgun not registered to you. If you sell a handgun, it must be reported to the License Division within 10 days. If a handgun is lost, it must be reported to the police as well as the License Division.

New York State prohibits even the handling of a firearm (handgun or rifle) without a license, this putting the minimum age for using a gun in the state at 21.

Handgun licenses and rifle/shotgun permits

If you decide to apply for a license you must APPEAR IN PERSON at the License Division with the completed application, the documents specified in the application instructions, the application fee, and the fingerprint fee. The application fee is $340 for a handgun license and $140 for a rifle/shotgun permit, and the fingerprint fee is $94.25 digital, $105.25 for inked.

The documents needed are the typed application with your signature, notarized; two color photographs, chest up, taken in the last 30 days; birth certificate or some other proof of birth date such as military record, US passport, or baptismal record, and one must be 21 years or older to apply; proof of citizenship for those born outside the US; military discharge for those who were in the military; proof of residence; all arrest information, even if charges were dropped or dismissed or the records sealed; any information regarding and Order of Protection for or against you; proof of business ownership if applying in connection with a business; lastly, your original Social Security card.

Types of handgun Licenses

PREMISES LICENSE: IS A RESTRICTED TYPE OF LICENSE. It is issued for your RESIDENCE or BUSINESS. The Licensee may possess a handgun ONLY on the premises of the address indicated on the front of the license. Licensees may also transport their handguns and ammunition in SEPARATE LOCKED CONTAINERS, DIRECTLY to and from an authorized range, or hunting location. HANDGUNS MUST BE UNLOADED while being transported.

CARRY BUSINESS LICENSE: Is valid for the business name, address, and handguns listed on the front of the license. It is not transferable to any other person, business, occupation, or address, without the written approval of the commanding officer, license division.

LIMITED CARRY BUSINESS LICENSE: IS A RESTRICTED TYPE OF LICENSE. The licensee may only carry handguns indicated on the license in accordance with the specific limitations listed thereon. At all other times the handgun shall be safeguarded at the specific address indicated on the license and secured unloaded in a locked container.

SPECIAL CARRY LICENSE: Is valid for the business name, address and handguns listed on the front of this license, only while the licensee has in his possession a valid basic county license issued according to the provisions of article 400 of the N.Y.S. Penal law. Upon the revocation, suspension, or cancellation of the basic license, the special license is rendered void and must be immediately returned to the license division.

CARRY GUARD LICENSE: (SECURITY GUARDS, ETC.) Applications for this type of license must be made with the documentation provided by a company's Gun Custodian. It is issued only for the handgun listed on the license. The handgun may be carried only while the licensee is actively engaged in employment for the company whose name appears on the license, and/or while licensee is in transit directly to or from residence and place of employment. At all other times the handgun must be stored unloaded in a locked container, at either the address on the license, or at the employee's legal residence (within the State of New York).

Game related information:

Firearms will be approved pursuant to a character's background as appropriate. Someone with a history of mental illness, a criminal record, or an inability to show up on film or apply for the license during operational hours will be unlikely to get a legal firearm, and other steps will be required to obtain them (criminal allies, or obtaining the weapon in character from someone else). It requires at least 1 dot of Resources to obtain a license/permit, which must be approved on your sheet.

Please do not list an armory of weapons in a hope of getting one approved.

As far as obtaining firearms illegally, we follow the rules presented in Armory starting on page 194. Remember, having the Allies/Status listed does not mean the character can automatically get anything; it's the minimum, then the Black Market roll must be made, and then the cost must be covered with Resources.
